Jocelyn Carter

Jocelyn Carter is the Presidento of the UnitedHealthare Community Plan of Mississippi, the Medical division of UnitedHealthare, within UnitedHealth Group.

Jocelyn took on the role of President for the Health Plan in 2011, and manages the UnitedHealthcare Community Plan of Mississippi CHIP(Child Health Insurance Program) and MississippiCAN (Mississippi Coordinated Access Network) programs which serve more than 100,000 members.

Prior to being selected to the role of Plan President of the Mississippi health plan, Carter was the Senior Associate General Counsel for UnitedHealthcare’s Medicaid business, the country’s largest provider of high quality, personalized public sector health care programs, serving more than 3.4 milllion people including 1.9 million children, in Medicare and Children’s Health Insureance Programs in24 hours and the District of Columbia.

Prior to Carter’s tenre with UnitedHealthcare, she was a general solo practitioner representing numerous clients throughout New Jersey. Carter also served as a public defender for the City of Elizabeth Municipal Court and with the New York County District Attorney’s Office where she was an Assistant District Attorney.

Carter recieved her Bachelor of Science in 1989 from Georgia Southern University and graduated Cum Laude with a Juris Doctorate UnitedHealth Group Executive Development Program.

She is the President of the MS Association of Health Plans, active volunteer and resides in Mississippi with her husband and three children.
