Carmen García currently serves as Assistant Vice President, Outreach in the Diversity & Inclusion Department. Started her career with DART in 2008.
In her role, García oversees DART’s Outreach Programs by directing, coordinating and administering the agency’s outreach program as it relates to minority contracts and D/M/WBE vendors. She maintains programs relative to the needs of the community. She develops and maintains external strategic partnerships and serves as a liaison to major chambers representing minorities, women and other groups whose goals include the development of economic opportunities for minorities and women.
García sits on the boards of the Texas Diversity Council - Greater Dallas Diversity Council Advisory Board President, US Pan Asian Chamber SW Advisory Council, Conference of Minority Transportation Officials (COMTO) National Board and Immediate Past President of the COMTO North Texas Chapter, Greater Dallas Planning Council, Immediate Past President; Co-Chair, Dallas County Small Business Enterprise Advisory Council, Chair, DART Diversity Council and Past Chair of the DFW Hispanic 100.
Recently presented the National Diversity Council Latina Leaders Award and the President’s Award of the Regional Hispanic Contractors.

Tracy Goyne joined the Michaels Companies, Inc. in 2011 and is currently the Director of Diversity and Inclusion. She is responsible for overseeing the design, development and implementation of Diversity and Inclusion solutions across the organization. Tracy also supports Leadership Development by developing and facilitating workshops for leaders across the organization.
Tracy has 20+ years of experience in a wide variety of industries and cultures including education, transportation, communications, non-profit and retail. She has successfully managed team members in union, non-union, volunteer and professional roles. This variety of experience brings strength to her position as she currently works with the variety of businesses within the Michaels Companies which include Artistree Manufacturing, the Distribution Centers, Store Operations and all departments across the Store Support Center.
Originally from North Carolina, Tracy holds a BA in Education from the University of North Carolina at Chapel Hill. She is an active volunteer in her church and local community, is a member of SHRM, earned her SHRM-SCP and sits on the Board of Directors for the Texas Diversity Council. Tracy has a passion for working with people to help them learn, grow and become successful at whatever goals they are striving to achieve. With two grown sons, she and her husband of 33 years are enjoying their empty nest season of life.

April Martin has nearly 15 years of experience with a multidisciplinary background that includes corporate communications, national philanthropy, media relations and corporate social responsibility.
At Kroger, she currently serves as corporate affairs manager for the Dallas division. Martin manages and leads all strategy and execution as it relates to corporate communications, governmental affairs and community relations across North Texas, East Texas and Northwest Louisiana.
In her role, Martin leads a team that focuses on hunger relief and sustainability through Kroger’s national initiative, Zero Hunger Zero Waste commitment. However, Kroger continues to support other focuses such as health and wellness, military, education and the advancement of diversity. Martin also leads crisis communications and serves as the Kroger Dallas Division spokesperson.
Martin has generated millions in cash and in-kind donations for people in need. She has also spurred enthusiasm for volunteerism amongst Kroger associates. Martin’s driven to Feed the Human Spirit™ and “bring the community into Kroger and Kroger into the community.”
Previously, Martin served as a consultant for a number of world-wide public relations agencies where she managed the strategy, development and execution of each company’s community relations and media relations initiatives.
Martin graduated from Baylor University with a Bachelor of Arts degree in Public Relations with a focus in journalism. She serves on the Greater Irving Las Colinas Chamber of Commerce Board of Directors, Children at Risk North Texas Advisory Board and Texas Retail Association Board of Directors.
